Changes the commissioner's authority from discretionary ("may") to mandatory ("must") when waiving knowledge examination and driving ability test requirements for applicants 21 years or older with valid driver's licenses from comparable jurisdictions.

Applies the mandatory waiver requirement to applicants seeking two-wheeled vehicle endorsements who are 21 years or older and possess valid two-wheeled vehicle endorsements from other states or jurisdictions with comparable examination requirements.

Expands the definition of "jurisdiction" to include active and reserve components of all United States armed forces branches and units.

Allows military-issued driver's licenses to be considered valid for up to one year after separation or discharge, as deemed reasonable and fair by the commissioner.

Effective August 1, 2023, applying to all driver's license applications submitted on or after that date.
