• Exempts world language teachers who are native speakers and performing/visual arts teachers with five years of relevant work experience from bachelor's degree requirements for Tier 1, 2, and 3 licenses.

• Creates short-call substitute teacher pilot program for 2023-2024 and 2024-2025 school years, allowing applicants with associate's degree plus substitute training, or high school diploma plus one year as education support personnel, to become substitute teachers with minimum $200 per day compensation.

• Changes Tier 1 and 2 license application timeline, requiring the Professional Educator Licensing and Standards Board to issue or deny licenses within 30 days and allowing board discretion to begin accepting applications before July 1.

• Repeals Minnesota Rules part 8710.0500, subparts 8 and 11, which previously restricted teacher candidates' enrollment in professional education coursework until passing required examinations.
