Defines "multiunit residential property" to include class 4a properties, certain condominiums, condominium-type storage units, and duplex or triplex properties, while excluding affordable housing units classified as such.

Defines "nonresidential property" as property classified and used for commercial, industrial, or public utility purposes, or vacant land zoned or designated for commercial or industrial use.

Allows nonresidential owners (those owning 50 percent or more of land area and either 50 percent of net tax capacity or subject to 50 percent of service charges) to elect to include multiunit residential property in special service districts for new districts, in-district expansions, or boundary enlargements.

Prohibits units in common interest communities from being included in districts unless the district provides services not already provided by the unit owner's association.

Effective date: July 1, 2023 for establishment, expansion, or enlargement of special service districts.
