Amends Minnesota Statutes section 10A.01, subdivision 26 to expand the definition of "noncampaign disbursement" for principal campaign committees.

Adds two new categories of allowable noncampaign disbursements: costs paid to repair or replace documented lost, damaged, or stolen campaign property including lawn signs, and contributions to funds supporting a candidate's participation in a ballot recount.

Renumbers existing noncampaign disbursement categories (25) through (28) to (26) through (29) to accommodate the new provisions.

Maintains existing noncampaign disbursement categories including accounting and legal services, contribution returns, loan repayments, fundraising event costs, child care, filing fees, and security expenses up to $3,000 annually.

Requires the board to determine whether specific activities qualify as noncampaign disbursements and specifies that disbursements are recorded in the year goods or services were purchased or obligations were incurred.
