Appropriates $150,000,000 from the bond proceeds account in the trunk highway fund to the commissioner of transportation for expansion of U.S. Highway 169 from a two-lane to a four-lane divided highway between Taconite and Pengilly.

Funds cover predesign, design, engineering, environmental analysis and remediation, property acquisition including easements, and construction activities.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $150,000,000 in accordance with Minnesota Statutes sections 167.50 to 167.52 and Minnesota Constitution article XIV, section 11.

Bond proceeds, except accrued interest and premium from bond sales, must be deposited in the bond proceeds account in the trunk highway fund.

Becomes effective the day following final enactment.
