Appropriates $1,500,000 from the bond proceeds fund to the commissioner of transportation for a grant to Chisago County for preliminary engineering, environmental review, final design engineering, and right-of-way acquisition.

Funds reconstruction of the interchange at the intersection of Interstate Highway 35 and County State-Aid Highway 19 in Chisago County.

Includes reconstruction of County State-Aid Highway 19 and associated city streets from Interstate Highway 35 to the intersection of County State-Aid Highway 30.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $1,500,000 according to Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Effective the day following final enactment.
