Requires counties and municipalities to submit reimbursement requests by January 31 of each odd-numbered year for costs incurred in the previous two years, with itemized descriptions and invoices.

Reimburses 80 percent of submitted election costs, with proportional reductions if insufficient funds exist; reimbursements must be completed by April 1 of each odd-numbered year.

Requires the secretary of state to submit annual reports by May 1 to legislative committees detailing reimbursements made to each jurisdiction.

Modifies the voting equipment grant account to increase electronic roster equipment grants from 75 to 80 percent and expand eligible equipment categories to include cybersecurity and security-related infrastructure; requires annual reporting by January 15.
