Allows school districts and tribal contract schools to carry forward unexpended American Indian education aid to the following fiscal year without losing the funding.

Requires three conditions for carry-forward eligibility: the district must adhere to its approved plan, the American Indian education parent advisory committee must approve the carry-forward, and the district must report the reason and intended spending plan to the Department of Education.

Modifies Minnesota Statutes section 124D.81 to clarify that American Indian education aid cannot exceed actual expenditures except when funds are carried forward under the new carry-forward provision.

Updates record-keeping requirements to remove reference to "pilot" programs, requiring districts to maintain accurate, detailed, and separate accounts for American Indian education programs.

Effective the day following final enactment for fiscal year 2024 and later.
