Authorizes the economic development authority of West Saint Paul or the city itself to establish one or more redevelopment tax increment financing (TIF) districts on six specifically identified parcels in Dakota County, Minnesota (parcel identification numbers: 42-83680-01-011, 42-11561-00-010, 42-11561-01-010, 42-11560-01-021, 42-11561-00-020, 42-11560-01-022), as well as adjacent roads and rights-of-way.

Deems the districts to automatically meet all requirements of Minnesota Statutes, section 469.174, subdivision 10, eliminating standard compliance prerequisites.

Deems expenditures incurred in connection with development of the specified property to automatically meet the requirements of Minnesota Statutes, section 469.176, subdivision 4j, without additional qualification.

Takes effect the day after the governing body of West Saint Paul and its chief clerical officer comply with Minnesota Statutes, section 645.021, subdivisions 2 and 3.
