Expands the definition of "associated business" to include compensation exceeding $50 per month from a lobbyist, principal, or interested person for independent contracting or consulting services.

Requires disclosure of both the entity paying compensation and the lobbyist, principal, or interested person receiving the services when an individual provides services to them.

Defines "interested person" as someone with a direct financial interest in a decision that a public official makes or will make, where the financial interest is of greater consequence to the payer than the general public interest.

Requires lobbyists to report the total amount of all income from each principal for lobbying activities, including payments by other persons for lobbying on behalf of the principal.

Requires principals to report contributions in any amount made to candidates, principal campaign committees, or party units, with names and addresses included in the report.
