Expands definition of facilities eligible for advertisements, public art, and informational signs in road rights-of-way from "bicycle racks and storage" to broader "micromobility facilities" in statutory or home rule charter cities.

Defines "micromobility facility" as an installation providing racks, docking stations, battery charging/swapping stations, or storage for micromobility devices including bicycles, motorized scooters, and electric personal assistive mobility devices.

Establishes new provisions for "shared electric vehicle facilities" (parking spaces for all-electric vehicles equipped with charging or battery swapping capability) to allow the same types of signage with road authority permits and city recommendations.

Defines "micromobility device" as a vehicle capable of human or electric motor propulsion with maximum speed of 30 mph when motor-powered and maximum unloaded weight of 500 pounds.

Requires all advertisements, public art, and informational signs on these facilities to be authorized by road authority permit, approved by city recommendation, and not create unsafe situations, with compliance to road authority terms and conditions.
