Increases the percentage of solid waste management tax revenues credited to the environmental fund in equal increments starting fiscal year 2024, reaching 100 percent by fiscal year 2026 and thereafter.

Requires the remainder of revenues to be deposited into the general fund during fiscal years 2024 and 2025.

Mandates that the incremental increase in environmental fund deposits be expended on specific activities listed in section 115A.557, subdivision 2, paragraph (a), clauses (1) to (7) and (9) to (11).

Takes effect the day following final enactment.
