Establishes a paramedic scholarship program providing up to 600 scholarships to students entering paramedic programs by 2026, administered by the Commissioner of the Office of Higher Education.

Eligible students must be Minnesota residents attending eligible institutions enrolled in nationally accredited, degree- or diploma-awarding paramedic programs and must affirm intent to work as a paramedic in Minnesota after graduation; students may receive scholarships no more than twice.

Scholarships award $5,000 per student paid in a lump sum directly to the institution; first scholarships awarded for 2024-2025 academic year.

Appropriates $3,200,000 in fiscal year 2024 from the general fund: $3,000,000 for scholarships, $100,000 for program promotion and recruitment, and $100,000 for administration; available until expended or June 30, 2026.

Commissioner must report to legislative committees by February 1, 2025 and 2026 on participating programs, paramedic demand forecasts, and scholarship distribution data; program expires June 30, 2026.
