S.F. No. 1597 - Personal Care Assistance Program Modifications

• Amends Minnesota Statutes section 256B.0659 to modify the personal care assistance program by updating definitions, documentation requirements, and provider agency duties.

• Expands "instrumental activities of daily living" to explicitly include driving and accompanying recipients in their chosen mode of transportation according to the personal care assistance care plan.

• Adds requirement that personal care assistants driving recipients must have a valid driver's license and the vehicle must be registered and insured according to Minnesota law.

• Requires documentation of time spent traveling, including start and stop times, origination site, and destination site on personal care assistant time sheets.

• Makes all amendments effective 90 days following federal approval, with the Commissioner of Human Services required to notify the revisor of statutes when federal approval is obtained.
