• Expands room and board service eligibility for persons enrolled in MinnesotaCare to include intensive residential treatment services and residential crisis services.

• Implements a single statewide reimbursement rate for behavioral health home services, adjusted annually by the Consumer Price Index for medical care services and including estimated staff expenses for required staffing levels.

• Adds estimated additional staffing compensation costs and estimated new capital costs as allowable components in rate calculations for intensive residential treatment services, assertive community treatment, and residential crisis services.

• Allows related services with clear separation from psychiatric residential treatment facility operations to be delivered in the same facility, including under the same structural roof, with staff providing services only to programs they are affiliated with.

• Permits Medicaid reimbursement for concurrent services (targeted case management, assertive community treatment, clinical care consultation, and treatment planning) while individuals are admitted to psychiatric residential treatment facilities to support continuity of care and discharge planning.
