S.F. No. 1624 - Metropolitan Council Elections Bill

• Transitions Metropolitan Council from 16 appointed members plus a governor-appointed chair to 17 elected members, effective after the 2020 census redistricting.

• Establishes campaign finance rules for Metropolitan Council candidates including $90,000 election segment and $30,000 nonelection segment spending limits, and $1,000 contribution limits per segment.

• Creates a $20,000 public subsidy program for eligible Metropolitan Council candidates who file spending limit agreements and meet contribution requirements of $3,000 from individual voters.

• Adds Metropolitan Council candidates to Minnesota's campaign finance and election law statutes, including candidacy definitions, filing procedures, and ballot placement requirements.

• Effective for the state primary in 2024 and applies in the seven-county Minneapolis-St. Paul metropolitan area (Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties).
