Creates new law requiring the commissioner of transportation to construct bus rapid transit facilities in the metropolitan area if a line operates substantially within separated rights-of-way or has a total estimated construction cost exceeding $100,000,000.

Allows the governor to designate either the Metropolitan Council or the commissioner of transportation as the responsible authority for planning, designing, acquiring, constructing, and equipping light rail transit facilities in the metropolitan area.

Requires the commissioner to submit preliminary and final design plans to the Metropolitan Council for review and approval before proceeding with light rail transit construction.

Mandates the commissioner transfer all constructed facilities, equipment, and property to the Metropolitan Council upon completion of light rail transit construction.

Permits responsible authorities to use design-build contracting methods for light rail transit projects and requires the commissioner's federal funding applications to be reviewed and approved by the Metropolitan Council before submission.
