Authorizes municipalities to establish street improvement districts and impose fees on developed parcels to fund street improvements and maintenance projects.

Requires fees to be apportioned uniformly based on estimated market value, tax capacity, front footage, land/building area, or combinations thereof, with no property classification bearing more than twice the uniform rate.

Mandates municipalities propose and adopt a 5-20 year street improvement plan with public notice mailed 30 days before a public hearing where affected landowners may comment.

Limits fee collection to 20 years maximum and requires revenues be placed in a separate account used only for projects within the district identified in the improvement plan.

Exempts unimproved parcels from fees until at least three years after street paving completion or structure occupancy, whichever is later, and exempts parcels owned by institutions of public charity.
