• Requires school boards to meet and negotiate with teachers' exclusive representatives regarding e-learning day plans, replacing the previous "consulting" standard.

• Reduces the required days of teaching service during probationary period from 120 to 60 days per year for teachers in both regular school districts and first-class cities.

• Expands the definition of "teacher" under labor law to include employees providing instruction in prekindergarten or early learning programs, effective July 1, 2023.

• Requires public employers to provide bargaining unit employee contact information to exclusive representatives within 10 days of hire and every 120 days thereafter, and grants unions access to employee email systems and facilities for union activities.
