Appropriates $2,000,000 from the bond proceeds fund to the commissioner of transportation for a grant to Douglas County to install a new box culvert under U.S. Highway 29 between Lake Le Homme Dieu and Lake Geneva.

Requires regrading and reconstruction of a portion of U.S. Highway 29 to accommodate the new culvert.

Does not require a nonstate match for the appropriation.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $2,000,000 to provide the appropriated funds.

Takes effect the day following final enactment.
