Establishes state reimbursement to counties for 100 percent of nonfederal costs for out-of-home placements of Indian children under the Indian Child Welfare Act (ICWA) beginning with aids payable in 2024.

Requires counties to report by January 1, 2024 the amounts paid from social service and corrections budgets for ICWA out-of-home placements in calendar years 2020, 2021, and 2022, along with associated case days.

Reimbursement amounts are based on each county's average nonfederal costs for the most recent three calendar years for which data is available.

Provides reimbursement to Tribes equal to the greater of five percent of average federal reimbursement received or $200,000 annually for ICWA out-of-home placement costs.

Appropriates an amount sufficient to pay the aid from the general fund, with payments made under the local government aid schedule.
