Removes the minimum average daily membership requirement of 0.28 for disabled kindergarten pupils, aligning their counting to the same standard as non-disabled kindergarten pupils based on hours required in their individualized education program divided by 875.

Deletes the previous provision that separately counted disabled kindergarten pupils using a 875-hour divisor with a 0.28 minimum threshold.

Reorganizes pupil unit counting sections by renumbering subsections (c) through (i) to (c) through (h) to reflect the deletion.

Applies effective date of fiscal year 2024 and later.

Amends Minnesota Statutes 2022, section 126C.05, subdivision 1, governing education finance and average daily membership calculations.
