Elementary schools identified as needing comprehensive support under the Every Student Succeeds Act qualify for seven years of additional state aid if they meet requirements in Minnesota Statutes chapter 126C.

Qualifying schools must receive site-based funding for at least one of each: social worker, counselor, library media specialist, nurse, and one paraprofessional per full-time classroom teacher, with salaries based on statewide averages.

Schools must provide $150,000 annual funding for a full-service community school coordinator, $400 per student for books, and extended school year aid equivalent to 20 additional instructional days per student.

Class sizes are limited to maximum 18 students per teacher in prekindergarten through grade 3 and 22 students per teacher in grades 4-8, and schools must offer daily music, art, outdoor play, and physical education.

Schools must conduct comprehensive needs assessments with parent-teacher committees, provide trauma-responsive staff development, offer early childhood family education services, employ a homeless liaison, and cannot reduce existing school site budgets.
