Renames "Tier 1 grant" to "Neighborhood partnership grant" for sustaining grants supporting ongoing operation and expansion of education partnership program locations within a single municipality.

Renames "Tier 2 grant" to "Regional neighborhood partnership grant" for implementation grants expanding activity in existing education partnership program locations across entire municipalities or multiple municipalities.

Requires grant recipients' supportive services to address 11 areas including kindergarten readiness, grade 3 reading proficiency, middle school mathematics, high school graduation, postsecondary enrollment and completion, physical and mental health, career skills, parental engagement, community engagement, and remedial education reduction.

Appropriates $4,600,000 annually for fiscal years 2024-2025 for neighborhood partnership grants, with $2,300,000 each year designated for Northside Achievement Zone and St. Paul Promise Neighborhood.

Appropriates $2,100,000 annually for fiscal years 2024-2025 for regional neighborhood partnership grants, with $300,000 each year for seven named programs in Northfield, Red Wing, St. Cloud, Austin, Rochester, Twin Cities, and St. Louis Park.
