City of Echo must receive its withheld 2021 local government aid payment under Minnesota Statutes section 477A.013 and its withheld 2021 small city assistance payment under Minnesota Statutes section 162.145.

State auditor must certify to the commissioner of revenue that the city submitted its annual financial reporting form for 2020 by June 1, 2023, as a condition for releasing the withheld payments.

Commissioner of revenue must pay $46,060 to the city of Echo by June 30, 2023.

Provision takes effect the day following final enactment and overrides the penalty provisions in Minnesota Statutes sections 477A.017, subdivision 3, and 162.145, subdivision 3, paragraph (c).
