Appropriates $250,000 for fiscal year 2024 and $250,000 for fiscal year 2025 to the Department of Education for a grant to a nonprofit organization to expand high school students' digital technology skills.

Grant recipient must use funds to encourage student participation in digital technology skills programs, create student fellowships, provide hands-on opportunities, and develop shareable curriculum that can be replicated by other programs.

Appropriates $250,000 for fiscal year 2024 and $250,000 for fiscal year 2025 to a nonprofit organization to provide digital learning and homework support including group activities, social-emotional learning, adult mentoring, and career and vocational exploration opportunities.

Grant applicants must submit program goals and strategies to the commissioner of education consistent with evidence-based grant requirements under Minnesota Statutes section 127A.20, with a preliminary report due January 15, 2024 and a final report required thereafter.

Both grant programs have a base of $0 for fiscal year 2026, meaning funding terminates after 2025.
