• Requires all accountable health care entities receiving eligible state expenditures to maintain accounting records and certify compliance to the state auditor by December 31, 2025, and annually thereafter.

• Authorizes the state auditor to examine accounts and records of accountable health care entities for compliance upon request by the commission or independently.

• Establishes the Minnesota Commission for Equitable Health Care Services with nine public members (appointed by various state leaders), 11 commission advisors, four legislative members, and five ex officio members effective January 1, 2025.

• Directs the commission to develop and recommend to the legislature a plan for meaningful health care access to all state residents, including investigations into health care market financing, geographic resource distribution, private equity involvement, and cultural competency gaps.

• Appropriates unspecified amounts from the general fund to the commission and commissioner of administration for fiscal year 2025, available until June 30, 2027.
