Appropriates $500,000 from the general fund to the Department of Education in fiscal year 2024 for a grant to the African American Registry.

African American Registry must use funds to develop a readability level system and integrate it into the Teacher's Forum to help teachers and teacher candidates improve reading literacy comprehension.

African American Registry must allow Minnesota teacher preparation institutions and K-12 schools to use the reading maturity metrics from the readability level system.

African American Registry must submit a detailed report to the legislature by January 15, 2026 documenting how the grant funds were used.

Funding base for fiscal year 2026 is set at $0, making this a one-time appropriation.
