Commissioner of Transportation and Metropolitan Council must request Federal Transit Administration (FTA) approval to discontinue Northstar Commuter Rail operations within 30 days of enactment.

Request must specify that the state will not reimburse the FTA or any other federal agency for federal funds spent on Northstar operations.

Within 7 days of receiving FTA response, the commissioner and council must report to legislative transportation policy and finance committee chairs and ranking minority members, including copies of the request and FTA's response.

If FTA grants the discontinuation request, the commissioner and council must submit a proposed termination plan to legislative committees within 90 days.

Effective date is the day following final enactment and applies in Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties.
