Creates an emergency grant program administered by the Commissioner of Human Services to award grants to qualified early intensive developmental and behavioral intervention (EIDBI) providers delivering autism spectrum disorder treatment services.

Eligible EIDBI providers must submit applications containing: project purpose and description, specific problem being addressed, achievable objectives with work plan and timeline, and process for documenting and evaluating results.

Commissioner shall evaluate applications based on project eligibility, applicant's problem description clarity, proposed project details, population demographics and service area, effectiveness demonstration, financial sustainability after grant period, and evidence of collaborative efficiencies.

Commissioner shall award grants to eligible providers through December 31, 2024, and shall develop a list of eligible uses for grant funds.

Appropriates an unspecified amount from the general fund in fiscal year 2023 as a one-time appropriation available until December 31, 2024.
