Establishes a teacher residency grant pilot program to prepare 400 teacher candidates through a research-based residency model aligned with Minnesota Rules.

Provides $3,000 tuition support and $40,000 annual stipend to each participating teacher candidate for fiscal years 2024 and 2025, plus $3,500 annual stipend to each teacher mentor.

Requires eligible teacher preparation programs to have established residency programs with school district partnerships, cohort-based models, year-long clinical experiences, and professional development for cooperating teachers.

Mandates participating programs use at least a specified percent of grant funds to support residents who are People of Color or American Indian, with priority given to providers serving shortage areas.

Appropriates $9,637,629 for fiscal year 2024 and $9,587,629 for fiscal year 2025 to the Professional Educator Licensing and Standards Board, repealing the previous teaching residency program statute (Minnesota Statutes 2022, section 122A.68).
