Modifies local government aid calculations for cities and counties effective for aids payable in calendar year 2024 and thereafter.

Increases total city aid appropriation from $564,398,012 to $714,398,012 for 2024 and subsequent years, with inflation adjustments after 2025.

Increases total county program aid appropriation from $118,795,000 to $186,195,000 for 2024, and county tax base equalization aid from $145,873,444 to $228,473,444 for 2024 and thereafter, with inflation adjustments after 2025.

Replaces previous city revenue need factors with new indices including city age index, commercial industrial utility percentage, and transformed population to better reflect service demands in aging communities.

Creates Mahnomen property tax reimbursement aid providing $900,000 to Mahnomen County, $320,000 to Mahnomen City, and $140,000 to School District No. 432 annually to compensate for Shooting Star Casino trust conversion application revenue loss.
