Increases medical assistance reimbursement rates for home care nursing services by 55 percent effective July 1, 2023, under Minnesota Statutes sections 256B.0625 and 256B.0654.

Requires at least 80 percent of the marginal revenue increase to be used for compensation-related costs of directly employed home care nursing staff, including wages, salaries, taxes, insurance, and mileage reimbursement.

Excludes compensation costs for central office personnel and management contractors from counting toward the 80 percent requirement.

Mandates providers prepare and post distribution plans within 60 days of rate implementation, specifying how additional revenue will be allocated to employee compensation, with plans remaining posted for at least six months.

Includes contact information in posted plans for employees to report to the commissioner if promised compensation increases are not received.
