Proposes a constitutional amendment adding Section 16 to Article XI of the Minnesota Constitution to limit annual general fund expenditures to 5-1/3 percent of forecasted state personal income.

Excludes one-time general fund expenditures from the expenditure limit calculation.

Establishes four adjustment principles for transfers of governmental functions between federal-state and state-local governments to accommodate the expenditure limit without contravening its intent.

Allows the legislature to increase the expenditure limit when local government program costs are transferred to the state, provided local tax revenues are proportionally decreased.

Requires submission of the proposed amendment to voters at the 2024 general election with the question: "Shall the Minnesota Constitution be amended to limit general fund expenditures to no more than 5-1/3 percent of state personal income?"
