Proposes an amendment to the Minnesota Constitution, Article X, Section 9 requiring a two-thirds majority vote in each house of the legislature to pass any law increasing state revenues.

Applies to laws that modify existing state taxes, tax credits, refunds, fees, premiums, or other charges, as well as laws imposing new state taxes, fees, premiums, or other charges.

Requires submission of the proposed amendment to voters at the 2024 general election.

Ballot question asks: "Shall the Minnesota Constitution be amended to require a two-thirds majority in each house of the legislature to pass a bill that increases state revenue by increasing taxes or fees?"
