Amends Minnesota Statutes section 473.386, subdivision 3 to expand the geographic coverage area of Metro Mobility special transportation service to include Jackson Township in Scott County, effective January 1, 2024.

Expands the required continuous geographic coverage area to include: the transit taxing district as defined March 1, 2006; areas added to the district under section 473.4461 that received capital improvements funded through the U.S. Department of Transportation Urban Partnership Agreement program; and Jackson Township in Scott County.

Clarifies that nothing in the law prevents Metro Mobility service from extending beyond the specified geographic areas.

Appropriates unspecified amounts from the general fund to the Metropolitan Council in fiscal years 2024 and 2025 for Metro Mobility service expansion as a one-time appropriation.

Applies to Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties.
