Appropriates $50,000,000 from the general fund to the Department of Education for fiscal year 2024 to improve educational outcomes for Black students.

Funds must support education reinforcing math, science, writing, and cognitive thinking skills, and improve Black student achievement in reading and math test scores.

Funds may support college preparation programs for Black students and incorporate best practices including evaluation planning, data collection, performance measurement, and volunteer recruitment and training.

Funds may support public schools and programs operated by Black organizations to address education gaps, or create scholarships and tuition assistance at local colleges for prospective Black teachers.

This is designated as a onetime appropriation.
