Modifies the Corridors of Commerce program project selection process to occur on a five-year cycle beginning July 1, 2027, with submissions and final selections by March 1 of the following year.

Changes project construction commencement requirement from three years to four years, or longer as determined by the commissioner.

Establishes a screening process where area transportation partnerships in greater Minnesota select up to three large and three small projects, and metropolitan county boards select up to two projects each to advance to evaluation.

Requires the commissioner to assign 100 selection points equally to each of eight evaluation criteria (return on investment, commerce impacts, freight efficiency, traffic safety, regional connections, policy objectives, community support, and construction timeline), with written recommendations from legislators and governor each worth one additional point.

Mandates publication of all submitted projects, recommended projects, project scores and rankings, and selected project overviews on the Department of Transportation website.
