Amends Minnesota Statutes section 125A.76, subdivision 2e, to change the cross subsidy aid factor for fiscal year 2024 and later to "the percentage necessary to reach full funding of the state share of the special education cross subsidy."

Defines state share of special education cross subsidy as the total cross subsidy minus the amount of federal funds that would have been provided if the federal government had paid its 40 percent share (calculated as national average per pupil expenditure times 0.4).

Removes the fixed 6.43 percent cross subsidy aid factor for fiscal years 2021-2023 and replaces it with a variable percentage starting in fiscal year 2024 designed to achieve full state funding.

Appropriates funds from the general fund to the Department of Education for fiscal years 2024 and 2025 to support additional special education aid (specific dollar amounts left blank in the introduced version).

Effective for revenue in fiscal year 2024 and later.
