Appropriates $600,000 in fiscal year 2024 and $600,000 in fiscal year 2025 from the general fund to the commissioner of higher education for transfer to College Possible.

Funds support programming focused on college admission and graduation for low-income students through intensive coaching and support at high school and postsecondary levels.

Restricts use of appropriation to programs serving Minnesota residents attending colleges or universities within Minnesota.

Requires College Possible to submit annual reports by February 1 to legislative committees with jurisdiction over higher education and E-12 education detailing program expansion, number of coaches hired, student participation numbers, and community service hours.
