Increases the general education basic formula allowance to $8,236 for fiscal year 2024, with subsequent years indexed to the Consumer Price Index for urban consumers beginning in fiscal year 2025.

Requires school districts to reserve at least 8 percent of basic revenue to implement mandatory class size ratios of 17 to 1 for kindergarten through grade 3, 21 to 1 for grades 4 to 9, and 23 to 1 for grades 10 to 12.

Expands class size reduction requirements to include grades 4 through 12, with class size reduction revenue required to employ classroom teachers contributing to lower class sizes in these grades beginning in fiscal year 2024.

Allows districts that have achieved the specified class size ratios to use remaining revenue for reducing class sizes in higher grades, individualized learning plans, program improvements, instructional materials, or staff development.

Appropriates unspecified sums from the general fund to the Department of Education for fiscal years 2024 and 2025 to support additional general education aid.
