Exempts facilities undergoing a change of licensee from meeting certain design requirements in sections 144G.45 and 144G.81.

Permits assisted living facilities with ten or fewer residents to share a certified food protection manager with another facility, employ one part-time, designate a well of a two-compartment sink for handwashing, and have textured ceilings.

Allows staff members to transfer between assisted living facilities operated by the same licensee, affiliated corporate organization, or same management entity without repeating orientation training.

Exempts facilities using existing buildings for new licenses from meeting minimum design standards if the use complies with applicable state and local fire safety, building, and zoning requirements.

Permits nursing assessments for prospective residents to be conducted via telecommunication methods when necessitated by geographic distance or urgent circumstances, and allows licensed nurses other than registered nurses to conduct 90-day reassessments that are not triggered by changes in resident condition.
