$5,000,000 appropriated from the general fund in fiscal year 2024 to the Board of Water and Soil Resources for state incentive payments to federal Conservation Reserve Program (CRP) enrollees during continuous enrollment periods.

Board may establish payment rates based on land valuation and environmental benefit criteria including surface water or groundwater pollution reduction, drinking water protection, soil health, and pollinator and wildlife habitat.

Board may use state funds for program implementation and to provide technical assistance to landowners or their agents to fulfill enrollment and contract provisions.

Board must consult with commissioners of agriculture, health, natural resources, the Pollution Control Agency, and the United States Department of Agriculture when establishing program criteria.

One-time appropriation available until June 30, 2027.
