SF1986: Minnesota Commitment to Higher Education Act

• Establishes tuition-free scholarship program covering 100 percent of tuition and fees (minus other grants and scholarships, excluding Pell grants) for eligible resident students beginning in 2024-2025 academic year.

• Eligible students must have adjusted gross household income below $120,000, complete FAFSA or state aid application, not hold a baccalaureate degree, enroll in at least one credit per semester, and maintain satisfactory academic progress.

• Scholarships cover up to 60 credits for certificates or associate degrees and up to 120 credits total for bachelor's degrees, with each scholarship renewable for one semester if eligibility conditions are maintained.

• Transfers $316,893,000 from general fund to special revenue account in fiscal year 2025 (with $316,893,000 base funding for fiscal year 2026 and later) and appropriates $230,000 (fiscal year 2024) and $130,000 (fiscal year 2025) for Office of Higher Education administrative expenses.

• Requires annual reporting by January 15 beginning in 2025 on scholarship fund status and participation data including number of scholarship recipients, total enrolled students, and graduation rates by eligible institution.
