$99,000,000 appropriated from the general fund in fiscal year 2024 to the commissioner of transportation for the Minneapolis-Duluth Northern Lights Express inter-city passenger rail project

Funds may be used for preliminary engineering, design, engineering, environmental analysis and mitigation, acquisition of land and right-of-way, and construction

Appropriation may be used to maximize nonstate funding for the project purposes

Funds are available for expenditure until December 31, 2027

Effective the day following final enactment
