• Expands lobbying registration and reporting requirements to include all political subdivisions, replacing the previous limited scope of "metropolitan governmental units"

• Maintains the $3,000 annual compensation threshold and $250 spending threshold for lobbyist registration, with continued exemptions for public officials, state employees, and elected local officials

• Requires lobbyists and principals to separately report disbursements and spending for legislative action, administrative action, and political subdivision action in their quarterly and annual reports

• Changes the definition of "official" under gift reporting rules to include local officials of any political subdivision, not just metropolitan governmental units

• Appropriates unspecified amounts to the Campaign Finance Board for fiscal years 2024 and 2025 to implement the act and conduct rulemaking
