Establishes Career and Technical Education (CTE) consortiums as voluntary collaborations between Minnesota Service Cooperatives, school districts, vocational cooperatives, and higher education institutions to provide CTE opportunities for students.

Requires CTE consortiums to develop career pathways, create industry-focused programs, build partnerships with businesses, increase student access to CTE programs, and provide industry-level equipment and technology.

Allows CTE consortiums to optionally address teacher shortages through incentive funding, provide professional development for teachers, and offer transportation reimbursement grants to ensure equitable regional access.

Designates Minnesota Service Cooperatives as the fiscal host for CTE consortium grants and requires annual reporting to the commissioner of education and relevant legislative committees by January 15 each year.

Appropriates $5,000,000 for fiscal year 2024 and $5,000,000 for fiscal year 2025 from the general fund to the Department of Education for CTE consortium grants, with unused first-year balances available in the second year.
