Eliminates authorization for county auditors and municipal clerks to provide absentee ballot drop boxes for voters to deposit completed ballots.

Removes the reference to drop box deposit as an option in Minnesota Statutes section 203B.08, subdivision 1, leaving only mailing or personal delivery to election officials as valid return methods.

Repeals Minnesota Statutes section 203B.082 in its entirety, which had established minimum security and integrity standards for drop boxes including continuous recording, security design requirements, and daily ballot collection procedures.

Requires absentee ballots returned in person to be submitted to the county auditor or municipal clerk by 3:00 p.m. on election day.

Maintains the existing option for voters to designate an agent to deliver or mail absentee ballot envelopes, with agents limited to delivering no more than three voters' ballots per election.
