Classifies most data in the statewide voter registration system as public data, except for information defined as private, including voter dates of birth, driver's license numbers, identification card numbers, military identification numbers, passport numbers, and any part of Social Security numbers.

Designates information about which voters participated in presidential nomination primaries and their party selections as private data, with access limited to the secretary of state and major political party chairs.

Requires any person requesting public voter data to provide a written statement that the information will not be used for purposes unrelated to elections, political activities, or law enforcement.

Allows voters to request that their names be withheld from public lists by providing a signed statement that withholding is necessary for safety of the voter or their family.

Applies the same data access restrictions to lists of voters who submitted rejected and accepted absentee ballots, and repeals previous provisions governing restricted voter data.
