Appropriates $1,800,000 from the general fund to the Department of Education for fiscal year 2024 and $1,800,000 for fiscal year 2025 as a grant to the ParentChild+ program.

Requires the ParentChild+ program to use the grant funds to implement an evidence-based and research-validated early childhood literacy and school readiness program for children ages 16 months to four years.

Permits implementation at existing ParentChild+ program locations in Cass County, Hennepin County, Rice County, and the cities of Rochester and St. Cloud, or at any new rural, suburban, or urban locations.
